Symbolism
A pearl buried inside a tightly-shut shell is practically worthless. Government information is a pearl, meant to be shared with the public in order to maximize its inherent value.The Transparency Seal, depicted by a pearl shining out of an open shell, is a symbol of a policy shift towards openness in access to government information. On the one hand, it hopes to inspire Filipinos in the civil service to be more open to citizen engagement; on the other, to invite the Filipino citizenry to exercise their right to participate in governance.
This initiative is envisioned as a step in the right direction towards solidifying the position of the Philippines as the Pearl of the Orient a shining example for democratic virtue in the region.

Norala Water District (NWD) was established thru the passage of Sangguniang Bayan Resolution No. 20 dated March 23, 1982 with the amended Presidential Decree no. 198, as the enabling law to the creation of water districts. It was granted the Conditional Certificate of Conformance (CCC) No. 213 on September 6, 1982 giving recognition to its existence as a local water district by the Local Water Utilities Administration (LWUA). It became fully operational as a corporate entity when it was transferred by the Municipality of Norala on June 6, 1988.
The existing water system of NWD is composed of a 100 meter deep production well equipped with 20HP submersible water pump, a hypo-chlorinator for water treatment and of various sizes ranging from 150mm to 50mm uPVC distribution pipelines.
NWD three (3) stations are currently operating “direct pumping” using a Variable Frequency Drive (VFD) which are totally dependent on the power provided by SOCOTECO-I. Water is served 24 hours daily and when there is brownout or power interruption there is a standby power generators.
The Water Supply System is currently serving five (5) Barangays : Poblacion, San Miguel, Lopez Jaena, Lapuz and Liberty. Future plans of the Water District include the expansion of services to other Barangays of Norala.
